When short circuit occur, current in the short circuit increases. The increase in current causes the wire to heat up and causes fire.
A short circuit will occur when the exposed parts of the electrical wires touch one another. Since the path has been shortened, current will no longer take the path through the bulb, thereby decreasing the total resistance in the path of current. This will result in a large current along shortened circuit. Short circuits are dangerous especially with the high line voltage in our houses because the large current produced can generate a lot of heat that could start a fire.
When you touched with your hand the exposed part of the wire, you will be electrocuted. The current will flow through the exposed wire and will flow into your body causing cardiac arrest or electric burn and will lead to death.
